Let's see...

1 slot for ISC, 1 slot for Int 30, and one slot for being an enchanter.

That looks to equal 3 to me.

Well the fact is that Illithids are 15 ECL but CR 8, that + 16 classlevels which are worth 1 CR each makes this baby CR 8+16 = 24.

(Illithid savant is from Savage species and the spells are stolen from some wizards brain it ate, which explains some weird abilities. Illithid savant is no spellcasting class on itself. It just stole everything it can from creatures it ate. )

Don't forget that illithids are genderless... or hermaphroditic. Anyway, they're neither male or female.
