What about a world similar to the early Final Fantasies in which a magic war destroyed most of the magic users, and though there are some, few and fair between, they are scorned by society or used for evil deeds, some just on the hideout. This way rather than becoming something that is enforced and fought against it becomes something socially awkward that is to be hidden. You can eve throw in some stories about the little Smith's girl who the family tried to hide up her magic power and because she received no proper training she ended up blowing up the house.
Similarly have you considered something like Avatar: Legend of Korra? In which there is a group of people oppressing the benders or magic users in this case, and one has the power to stop the flow of magic within them. Further rallying their cause until they openly attack magic users in the streets etc.
