I would put this under disguise. It's not like this skill dominates the game.

Bluff. "Yes, I really am Hanky the Ranger." Opposed by Sense Motive (5 or more ranks of Listen gets you a +2). 5 or more Ranks of Disguise or an appropriate Perform skill are worth +2 synergy for you. Difficulty of Bluff, as always, modified by believability ("Hanky is a baritone... you sound like a halfling!").

If someone wanted to make this a regular schtick, I'd devise a new Feat, with a Perform and Bluff requirement.

Vote 1 for Disguise skill here. Maybe give a +2 synergy bonus if he has 5 ranks in Perform (Oratory)?
