Pathfinder 1E Importable scanned PDF fog of war tool

Hey folks... I'm looking for a tool that I can import a PDF into,
project it onto a HD tv/monitor and use a selectable fog of war.

I use combat manager so I don't need those pieces and we will
place the minis on the screen to move them on the display instead
of logging into a tool from each person's PC/Tablet.

Thoughts on the easiest way to do this?

GIMP.

Make the bottom layer your map with the secret doors.
Make the middle layer the 'player' map.
Make the top layer your fog of war.

As players move through the dungeon, erase the fog of war, revealing the map underneath.
If they discover a secret door, erase a small area of the middle layer, revealing the secret door.
