Improving Magic Items

Is it possible to improve a magic item (I'm specifically thinking about a magic sword in this case) to further enhance it's power?

For example, suppose I have a character who has the Craft Magic Arms & Armor feat and who owns a +2 greatsword that he created himself. Could he further enchant the sword so that it has the keen and flaming traits, or would he have to create a totally new magic sword from the ground up?

Ya, one can improve a magical item assuming they have the right feats and prequiites.

In 3.0 this is the last paragraph in the DMG. Spend the appropriate extra time and money to bump up the item to the level you want.

The cost is the market price between the new and old swords. So converting a +2 sword to a +3 sword is 18000 - 8000 = 10000
