Improving Monsters

Under Monsters and Class levels:
"Feat Acquisition and Ability Score Increases: A monster’s total Hit Dice, not its ECL, govern its acquisition of feats and ability score increases. "

However, under Increasing Hit Dice no mention is given for increasing ability scores.

So, if a monster advances by HD only does it get ability score increases?

By only I pressume you mean as opposed to also increasing in size. And yes, when they increase HDs their ability score increases as well. Monsters use the same table as characters do (ie one ability point per 4 levels or HD).

It's an error - let's give you an example.

Suppose we use a 6 HD monster. It gains a HD from advancement. No ability increase. It gain another HD, making it 8 HD. It has now reached a multiple of 4, so it gains an ability point.

Some of the advanced monsters, like the displacer beast packlord, missed out on this.
