Increasing a magic armor's max dex amount?

"Nibleness" from MIC, p. 13. Price: +1 bonus. Max Dex bonus is 1 higher than normal and armor check penalty is reduced by 2.

Unless you are forced to work with an existing suit of magic armor - have it made from mithral (+2 to max dex bonus) {+ 9000 gp} - but it has all kinds of other benefits too.
 

Is there a reason why you must use banded mail? Fullplate is really the only heavy armour which matters, by the time you have the resources to be considering magical enhancements. ;)
 

We were looking at an already made +5 suit of banded armor that increased movement to 40' per round. Unfortunately it brought down the PC's AC one point due to the max dex mod. I was hoping to slap an extra enchantment on it to mitigate this.

The DM being a kind and generous soul (and not wanting to waste time now that we hit 19th level), decided that we got lucky, the enhancement was already in place, and we got on with the game.
