Although, oddly, Andy Collins has suggested that he would still allow the Weapon Master's ability to add an extra 2 to the threat range, if the class were converted to a 3.5 game.

And presumably he would feel the same about the 19-20 that the Deepwoods Sniper is granted on ranged attacks?

I doubt it - doesn't that explicitly say it works as if Keen Edge were cast on every arrow?

And Keen Edge doesn't stack with the Keen property or improved critical...

The DWS's multiplier bonuses would still work, though.

Hmmm... if the Weapons Master was converted, if it didn't stack, it wouldn't do anything.

After all, that +2 crit range ability requires Improved Critical as a prerequisite, and so with a 20x weapon, it's an improvement, with a 19-20 weapon, you get nothing. With an 18-20 weapon, however, you lose one point of crit range :)
 

Here is the only place I can find that says that multiple effects that increase a weapon’s threat range don’t stack with each other. Outside of this spell’s description there appears to be no general provision against threat range effect stacking.

This spell makes a weapon magically keen, improving its ability to deal telling blows. This transmutation doubles the threat range of the weapon. A threat range of 20 becomes 19–20, a threat range of 19–20 becomes 17–20, and a threat range of 18–20 becomes 15–20. The spell can be cast only on piercing or slashing weapons. If cast on arrows or crossbow bolts, the keen edge on a particular projectile ends after one use, whether or not the missile strikes its intended target. (Treat shuriken as arrows, rather than as thrown weapons, for the purpose of this spell.)
Multiple effects that increase a weapon’s threat range (such as the keen edge spell and the Improved Critical feat) don’t stack. You can’t cast this spell on a natural weapon, such as a claw.
 

Mind you, you have to ask what's the point of a generic "weapon master" prestige class, when there are now five generic "weapon master" feats: Weapon Focus, Weapon Spec, Improved Crit, and Greater WF/WS.
 

I seem to recall that every mention of some sort of improvement to critical hits flies in the face of non-similar bonuses stacking. A feat (bonus from special training) and a spell (bonus from magic) don't stack? From a game balance point of view it maight be a good idea, but there is absolutely no game mechanic justification. I house ruled this for my campaign as soon as I read it in the PHB.
