Anywho, a friend of mine's putting together a BESM D20 game, set in a medieval fantasy Oriental world. ...

Hasnt stopped the Digimon fic/doujinshi writers. *cough* Back to the subject on hand. It depends on what sorta fox spirit you want. Several people have pointed out some D20 versions, and they're all different. From 'stock' D20, I'd say a Fox Hengeyokai also counts as a kitsune. You see various different modern versions of them in such things as anime and games all the time too. One thing I find interesting is how different many of these incarnations end up being. To be honest, so long as they look foxy, I dont think it matters that much.
