And 1% of OTHER magic items, which is pretty cool. All intelligent items get Int, Wis, and Cha stats and "can actually be considered creatures", similar to a construct. (DMG p228). All intelligent items roll on a secondary table (like in 0E, 2E, and Expert) for how high their mental stats are, how they communicate, and how many special powers/properties they get.</p></blockquote><p></p>
