Intelligent Weapon Caster Level

How do you determine the level that an intelligent weapon uses for it's special powers? And what about the DC? Which stat does it use? And where is this written down?

I've always gone with the default being the minimum level to have that effect. And I've always assumed the casting stat was (one of) the highest stats.

The rules don't say that I've been able to find...

The other cute question is if int. items should be capable of gaining class levels....

I agree. Minimum caster level + stat mod should determine save DCs as well.
