Depending on your modem, you can also try accessing the settings there (where you'd access the firewall). It will tell you what speed you should be getting, at least. Good way to find out if you've been downgraded without you knowing. (I had that happen once.)

Another potential option might be to try powering off your modem and letting it sit for about a minute before pugging it back in. It might not accomplish anything, but I know that many tech support people will have you do that as one of the first steps.

Additionally, I had a friend who was encountering issues and, after trying that step, found his connection was much more stable and faster than it had been before the restart.

Seconded, that's my favorite speed test site.

Also make sure to run a few spybot/malware removers. Mine gets "slow" but after I clean it up it's fast again. It's not the connection, it's the crap that gets all over your robot as it travels the complex series of tubes.
