Interplanar Adventuring Championships

If you are players in my on-going Greyhawk D&D 3.5 campaign, please don't read any further, you know who you are ;)

I was thinking a campaign for a 12- or 13-level adventure group in Planescape style. The adventure begins in Greyhawk, when PC's hear a rumor about a mysterious "Dragon Cup" which people think is maybe an artifact. In the end they end up to another dimension: The Outlands. PC's find out that there's a great wyrm prismatic dragon, who has been hunted by adventuring companies for millenias just because she happens to have trillions gp's worth of hoard. Getting tired of waves of epic level spam sneaking to her lair century after century, she decides to hold a contest to satisfy their thirst of adventure.

Adventuring groups that participate and pay the entrance fee, are sent to different planes and locations to solve series mysteries, puzzles, disarm traps and defeat monsters, that the dragon and her "council" have arranged for them. The best group (judged by certain criterias) is declared as The Champions for the next hundred years and are given some worthwhile prize, such as Ring of Three Wishes.

I'd like to brainstorm with you guys to find answers to the following questions and more:
1. Suggestions for challenges, so that they are universally fair for all campaign worlds and all the possible classes ever created for D&D 3.5
2. How to organize the tournament in Planescape
3. What kind of adventuring groups would other campaign world send, such as Forgotten Realms, Eberron, Mystara, Dragonlance etc.
