I think a lot of the instructions are far too complicated for any zombie to understand. Especially without the caster being right there alongside them to guide them every step of the way.
As a DM I'd allow it, then chuckle when the PC finds out the zombies are strung out all over the countryside trying to figure out what they're supposed to be doing.
The fact that skeletons and zombies are mindless pretty much tells you all you need to know about their mental faculties. That's why they either need very mundane/simple (i.e., repetitive) tasks to be commanded to perform, or the caster needs to be right there alongside them to be able to say, "Attack them my pretties!!! NO! Not them! THEM!!! The other ones! Yes, yes, THOSE ones!!!"
