Intimidating Strike question

A question: Intimidating Strike, from Players Handbook II, says you take a number less than or equal your base attack bonus, subtract it from your attack and add it to your Intimidate skill. Can the number you take away be 0? Can a first level non-warrior character (one who starts with a BAB of +0) use this feat at first level?

Makes me think of the sword twirling guy in Indiana Jones and the Temple of Doom. After making a big show with his sword right before attacking, Indy calmly and easily shot him. Probably not an exactly what this feat does, but it nonetheless reminded me of the scene.
