For anyone serious about an Epic Level Villain....

Elimor Dionir

Personality: Elimor is condescending. He’s seen what others only dream of. He often sits on the Polarian throne; his had gently stroking the hilt, plotting revenge against Vecna.

Elimor was once a champion of his people. On his home world he rescued entire villages, retrieved long lost holy relics, and was honored among his peers. Time and time again he defeated the evil that threatened the good people of the land. As his victories grew and the threat of evil continued to return, he began to question himself and his faith. During this time of doubt, Elimor discovered the Sword of Kas. At first, the blade simply claimed the paladin. The years that followed brought a philosophical battle between the doubting paladin and the once undead lieutenant. Through time and Kas forcing his control over the fallen paladin, Elimor fell into darkness, capable of justifying even horrendous deeds to himself.

After a year of wandering the planes and slaying demons, and celestials alike, Elimor found a portal to a mysterious island. The island held several portals to other planes, but after exploring only a couple of them, Elimor brought a boat with him from the last plane he visited and sailed onto the shores of Aera. With utter ease he drove the rulers of Polary from its capital, and now rules the nation unchallenged.

During his time on Aera, Elimor hopes to increase his arsenal of items he can use against Vecna. The power of the gods interests him, and Elimor is not selective about which gods from which he draws his power.

Only since Elimor has arrived on Aera has he called upon a servant of darkness. In response to his call, a newly evolved Pit Fiend appeared, with a lust for power of its own.

*****************************

I created the villain in respect to my own campaign world, Aera, but he can be easily adapted to other worlds or settings. The Sword of Kas seemed to fit nicely for the "fallen paladin" theme (no I don't know Vecna's history), but it can be fairly easily replaced (swap in another sword or maybe replace names of "Kas" and "Vecna" with different ones).

A party of 25th level characters should be about an equal match for Elimor. I set his "fiendish servant" as simply a pit fiend just by "eyeballing" it. Makes less work for us DMs if we can just grab a critter and use that. I did not want to go through the process of adding all the hit die, natural armor, strength and such to a horse or bat or whatever.

I tried to be as complete as possible. Any questions/comments are welcome.

Later!
