So, maybe they Empire won't get involved at all, leaving it up to the PCs to change things, if they want to.</p><p></p><p>I plan on going through my notes, noting who has allied themselves with the invaders, who rebels, who is just hiding, and need to come up with a few planned/location encounters that the PCs come across as they do whatever it is they plan on doing...</p></blockquote><p></p>
