In the beginning, the tournament was all 3e (3.5 wasn’t even a thing yet), but it didn’t take long for contestants to start pushing the boundaries with different genres and then systems.
Stat blocks are not recommended unless absolutely necessary to convey your intent. 750 words don’t leave a lot of space for such.

As mentioned by others, the "DM" is an artifact of the origins of the competition; we welcome adventures of all systems, including systemless adventures! Very few of my own submissions were from D&D, so there's no worries about stat blocks!
