Super soakers do use similar principles to flame throwers. Hell, I bet some folks have tried to use them with gasoline for improvised flame throwers. Even I've thought about it.

they tend not to work tremendously well and are prone to slight mishaps. Somewhat like trying to substitute civillian fireworks for certain training pyrotechnics to cut costs, it can work but it can also screw up horribly if Murphy is unappeased.
