Irresistible Flame Question

Hi, I am DMing in a campaign currently and they are playing as a Psion Firestarter. They took the feat 'Irresistible Flame' and are wondering something.

The feat clearly states Decrease target’s resist fire by 20 but he's confused a little bit. Does this mean that a target who has fire resistance drops it to 20 less, so if they have 10 resistance, it goes to vulnerable 10 fire, even if it doesn't have resist fire.

Or is it that a creature who is hit by this and has 10 resistance drop simply to 0, not affecting anything without fire resistance?

Resistance and Vulnerability are not on the same scale. This is clearly shown by the possibility of having both simultaneously.

Any amount of negation over the resistance they possess is lost.
