Because One your characters need to know those things exist, were to find them and how to obtain their aid or create them. (Your example of true Polymorphing into a Shadow Dragon requires you to have also met a Shadow Dragon as you can't turn into something you don't know about.) AKA it's very complex and by the time you got your plan runing the Tarrasque would have caused lots of destruction.</blockquote>
