It could be said that eliminating uncertainty by reading the situation and sweet talking people IS the game.

Well it's certainly part of the game. But it's not a very crunchy part.

If it's a game, then how it's considered good DMing to completely ignore the rules and just make something up? How would you feel if you were beating me in a chess game and I just put 4 rooks on my side to make the conflict interesting for story purposes?
