Is the Channel Divinity power Divine Rage an Implement power?

Dragon #368 and the Character Builder include the Implement Keyword, but the Compendium entry does not include it (or the Divine keyword).

If it's in the final version of the magazine, that's the official version (absent any errata). The compendium has a lot of errors, ranging from little typos to significant oversights.

So, yeah, I'd go with implement power.

Does any know why the compendium and the Character Builder don't match? Why wouldn't they reference the same data base with the same errors?
