Is dominate person evil?

I thought I would get a census on what you all think of the spell dominate person. Is taking away someone's free will an evil act?

The great Jack Kirby's "Anti-Life" that was so very much desired by Darkseid (New Gods) amounted to a universal Dominate--destruction of free will.

Of course, evil always taints law to some degree or another, it just can't be avoided. In a world where all beings are virtuous, law (and the implication of violent coercion behind law) would be unnecessary.
