Is Eldrain the New Rouge?

Rogue: no longer synonymous (as in previous incarnations) with Thief.
The Eladrin form of teleportation is useful for anyone. Meanwhile, the Elf race seems to be made for a Rogue who emphasizes situational combat capability.
I could be wrong, though.

Yes.

Teleportation isn't the end all, be all for a Rogue. By that logic all "Ultimate ROO-jes" would be multiclassed to wizard or warlock. But they aren't.

Halflings get both a CHA and DEX bonus (the two most sought after rogue stats). They also get a racial bonus to Thievery (the Rogue skill in 4e). Halflings are the best.
