D&D General Is Gandalf now a 13th level wizard? (Some Rings of Power tv spoilers)

The joking refrain is that Gandalf is a 5th level wizard if you track what he actually does in the lord of the rings vs dnd magic spells.

In the 2nd season of Rings of Power, Gandalf casts what looks to be a full fledged tornado, ala the whirlwind spell (7th level spell).


Obviously RoP isn't exactly cannon, but if we want to have fun and use it, is Gandalf now formally a 13th level wizard? or is there a lower level dnd spell that could mimic the effect we see on screen?

Since that guy who looks like Saruman is almost certainly not Saruman, but one of the Blue Wizards, I'm holding out hope that the Stranger is another curve ball as well.

So maybe the question should be "is Radagast a 13th level wizard?"

He's more like a Druid than a Wizard if going by D&D rules. And even then he'd be more Sorcerer.
