As a recuring NPC though, I can see where this could be important. I think you have the right idea about the character, now you just have to hammer out the details.

That will focus you one direction or another. If the bad guy is a moustache twirler, then your lines are a little more clear and direct than if he is a priest of Tyr who cut the arm off while charmed by an evil outsider.
 


I rarely have the classic evil archetypes... they are in my games, but it's not overly common.

I think few people ever do evil for evil's sake... sometimes it's doing evil for a good cause, such as stealing a loaf of bread to feed your hungry family. Perhaps a local cleric sees that worship is down and that "immorality" is becoming more rampant, so he makes some of the townspeople sick so he can heal them and they'll be more likely to worship his good god. Could be that someone feels trapped in a situation and they think doing evil is the only way out (or it's simply a self-destructive thing). Of course, they could be the classic sociopath that has no concept of sympathy/empathy and simply doesn't understand that other people feels as he feels.

The point is that I think that few people do evil for its own pleasure; at least in my view.
