Is Spycraft OGL or D20?

I know its based on D20 but does it need a PHB to play? Does it have attribute creation and experience tables? Or is it like Stargate-SG1?

I don't own it, but my understanding is that Level increase info and gaining experience has been left out. It's not like it's a major loss, which is why I've always wondered about that part of the requirement...

The Spycraft and Stargate SG-1 rulebooks sport the d20 logo. Therefore, they must omit the XP chart and point readers to the PHB.

Yes, or any Wizards of the Coast core game book.

No and no.

I've yet to acquire that rulebook, but since it will sport a d20 logo, you'll need a PHB (or a Wizards' core rulebook).

You can also produce your own copy of the XP chart pretty quick.

Each character gets a new feat every three levels.
Each character gets a bonus attribute point every four levels.
The amount of XP you need to level up is equal to your current level x 1000.

Which means that you get something like this:

1st: 0 XP
2nd: 1000 XP
3rd: 3000 XP (Gain a feat)
4th: 6000 XP (Gain a stat point)
5th: 10000 XP
6th: 15000 XP (Gain a feat)
7th: 21000 XP
8th: 28000 XP (Gain a stat point)
9th: 36000 XP (Gain a feat)
10th: 45000 XP

And so on; you can extend the progression from there.
