Is there a book or URL that tells you how to make a fictional modern city?

This kind of information is completely unnecessary. The lovely thing about modern-day settings is that you don't need any fancy demographic data about the setting. You can just describe what you see outside.

Don't sweat the details that would have absolutely no meaning to actual residents of a big city. We tend to know a handful of neighborhoods, and usually only specific destinations we like. Everyplace else is basically a stereotype.

If you don't live in a big urban area, just take a day trip to the nearest one and have a look around. The kind of visceral details you'll pick up are worth reams of statistical data.

I would just rename a published city, and liberally pull from any city products that inspire you (and the real world).
