Is there a market for a city?

Hello, I have a couple questions, and not sure where else I could get information, so I will post the questions here and if you are a publisher, would love to have your input.

I am currently working on the first section, the docks, of my first full city. What I am going to do, is create a city-state and populate it with people and adventure hooks and even some full blown adventures. I remember very fondly the old judges guild city-states, which were revolutionary at the time of their release, but are probably too vague for a lot of the younger players now. My goal is to create highly populated cities broken up into quarters, that I can release as I finish them. My questions are:

Is there a d20/3.5 market for this type of sandbox setting? I really don't care much for 4th edition, have played it, didn't really like the feel of it, am more comfortable playing and writing for 3.5 and 2nd editions of D&D.

Are city adventures sellable? If so, why are there so few of them? Is it the amount of work that must be put in compared to the amount they sell for?

Is shareware a viable option for the "self-published"? I am not really interested in making a fortune off of these, I have a steady income, they are more a work of love than a way to make money, but if I could sell them, I might be able to get professional maps, artwork, etc. added in with the money.

Any help or advice by those who have tried to get something similar published or who are in publishing would be much appreciated.

Here are my thoughts on this subject:

A) Stay away from 'shareware' and go directly for a commercial product. I started out my product as "shareware", but left that niche soon thereafter.

B) If you don't like 4th (I don't play it either), consider Pathfinder: Many people consider it what 4th edition should have been - backwards compatible, and improving the existing system. We like to refer to it as D&D3.75... The Rules are free and online.

C) Check the online sites that sell RPG PDFs (like here, or Drive-thru RPG - and even Paizo.com) to see if you can find similar Products. If you can, buy them: This will give you a guideline of what is 'out there'

D) You can find Artists on DeviantArt.com - This is where I go for Art...!
