Is there a recall spell feat?

Is there a feat which allows a caster to recast a spell in the round following its casting?
If so: If the spell cast has been maximised, is the recalled spell maximised too?

Not that I know of. The closest I can think of is Alacritous Cogitation in Complete Mage. It allows you to leave a slot empty and cast any spell you know of that level or lower as a full-round action. Combine that with Mordenkainen's Lucubration and you can almost achieve what you want.
