Is there ANY way for a PC to gain the Regenerate ability?

Actually, if you have AEG's book Evil (VERY nice book), they have feats where you make an infernal pact for abilities.

The Regeneration feat requires the Infernal Pact feat (doesn't gives you anything, but allows you to take the other infernal feats), the Immunity feat (which makes you immune to all diseases and costs 250xp), and 300xp. This feat allows you to Regenerate as per the spell (keep in mind, this is a 3e product, so requires a little tweaking for 3.5).

After that feat, you can take the Improved Renegeration for just 500xp more. This has you regenerate as per the supernatural power. All damage dealt to you is subdual and you heal at 3hp per round. You can also take this feat multiple times to increase healing by 2.

All of the Infernal Pact feats do have drawbacks, though. Like you're considered Cold-blooded and take double damage from fire for Regeneration. For Improved Regeneration, you always appear sickly & sweaty, can't tan, and every second time you take the feat, your Charisma decreases by 1.

Its a really nice book (course, I'm told almost all of AEG's books are great, but this is the only one I have so far).

So yes, you too can be like the Green Knight....kind of.

I actually had an idea for one, rules-wise. I was thinking of writing an adventure for Living City (Now kaput, at least as I knew it) with a Revenant from Monsters of Faerun. To bad they crumble to dust after only a couple days/weeks.

Appreciate the suggestions, one and all. And yeah, DM fiat works for just the NPC. But damn it, I'm a notoriously lazy bastard and I'd prefer to find a source that does all the work for me, rather than having to do it, myself. ;)

Remember, you need some way for his body to keep acting after the head is chopped off. In the story he chased his own head around King Arthur's hall. If I remmber right, the knights might have even kicked it around like a football.
