Looks fine, i guess.

This spell looks like the 3rd level(cleric list) "searing light", only inflicting slightly less damage( 5d6 vs. 5d8), but not allowing a save, while the searing light requires a ranged touch attack.

There´s nothing abusive in this spell. And I could say its a weak ofensive spell for a 3rd level arcane list, since it works similarly to 'magic missile", while it's 2 levels higher.

For the fireball variant... no save doesn't quite seem right to me. Make it a fortitude save, and you should pretty much have your intended targets covered (monks have good fort, of course, but are very stat-intensive and won't often have huge con scores). If you did that and kept it level 3, single target, you could probably afford to boost the damage back up to normal fireball damage.
