That is, perhaps, unnecessarily harsh. I've watched some pretty amazing rolls over the years. I remember one player who could consistantly roll characters with multiple 17+ stats on 4d6 drop the low, in front of the whole group, with community dice. I also remember rolling up a (supposedly) sub-adventurer level NPC for a game that I was running, I thought I'd roll 3d6, straight. I ended up rolling S16, I16, W16, D16, Cn16, Ch18. This isn't a matter of the player telling me that he rolled something truely amazing, it wasn't even for a player, it was for a 0-level human, rolled by me while DMing. Would I as a DM allow this character? Even with what I have seen, I have a hard time believing the rolls myself. Even if the rolls were fairly generated, they may be cause for some balance issues in the game. If all the other 7th level characters in the game have stats equivilent to something similar to a 28-32 point stat build, this character is going to be SIGNIFIGANTLY more powerful than they are. Also, the characters gear is pretty out of wack for a 6th level character, even if I ignore the mysterious "Sharpness" ability (which seems to have been ment to be "Keen" instead). I do hope that this character is not being brought into new group of players, otherwise someone is about to make a bad first impression.
