Is this ethical as a DM?

Took the sheets from them? Now that's evil. Especially how long it takes to make some characters... they should at least be able to use them. When I eventually do this, it'll be a while away, and it's also assuming everyone survives (though I'm not an evil DM, I allow resurrections, but good luck finding a diamond) through the end of this.

Retired characters? I wish... in a game I'm currently in, there's no such thing as a retired PC. If you want to switch characters, the DM will spend the next couple of sessions arranging your PC's dramatic demise, and only *then* can you switch. He's an amateur playwright and insists that his game requires this for the sake of the story, etc, but I think it's just him being petty. :-p

We have some retired characters... which means I'll probaby find another use for them someday. Other than that, my players have several groups of PC's out there. Depending on the mood, and what I've got prepared, we could use one of several groups of characters. Right now we've got groups doing:

RttToEE
Dragonstar
Oathbound
Treasure Quests (high maintenance on my part, and the party is making out like bandits!)
Oriental Adventures

We're going to have a d20 Modern thing going soon as well...
