Is this feat balanced?

I was wondering what you folks think of this feat from Anger of Angels - Do you think it's balanced? I'm unsure, but I do want it, so I'm waffeling.

Healing Touch [General]
You can heal yourself or others.
Prerequisites: Aasimar, angel, fiend, or tiefling
Benefit: You gain the ability to lay on hands as a paladin, healing
a total number of hit points per day equal to your Hit Dice
times your Charisma bonus. You may also heal ability score damage,
with each point of such damage costing 5 hit points worth of
healing. If you are a fiend or tiefling, you may use this ability to
heal undead instead of damaging them.

Rule of thumb: if it sounds too good to be true, it probably is.

This is equivalent to a major class feature of paladins; as such, it's too strong for a feat. A tenth level Aasimar bard or sorcerer could easily be able to heal 50-60 points per day, which is a figure even a cleric will take notice of.

Compare this to Toughness (+3 hit points)...
 

I dont see a whole lot of problem with it, though it should be a second or third tier feat. I think that comparing it to toughness is not incredibly useful though, seeing as how toughness is effectively a bottom of the barrel feat, to be taken only under very special circumstances.

Give it a prereq of some stat at a certain plus (possibly cha 20+), a feat or two, and then let the player have fun if they go for it. I think it'd be especially cool if the character already had lay on hands somehow and this doubled their ability.

In fact you could make the prereqs something like:

Cha 18+, lay on hands
- doubles the amount of hp you are able to heal per day
-whatever else is different between the two

Could work ;)
 

I think it is a little strong as well. Some PrC have lay on hand like abilities but only count the Charisma bonus times level.

I think the ability score healing should be a seperate feat with the prereq lay on hands.
 

Without any real prereqs I'd make it HD + Cha mod (not times). With a high cha mod you are still looking at a respectable amount of healing at minimal cost to yourself. Having 10-15 points of healing that can be administered in any amount without ASF or any other risks is more than fair imo.
