Item Creation and Creature Summon Questions

Quick Questions:

1) Per the special weapon creation prerequisite on pg 244 of the DMG, a characters lvl must be 3 times the enhancement bonus of the weapon to create it. It goes on later to say:

If an item has both an enhancement bonus and a special ability (such as ghost touch), the higher of the two caster level requirements must be met.

So lets say for example I want to make a +2 longsword of Dancing. What level do I need to be and why? Which two caster level requirements is it referring to?

2) What are the spell prerequisites for making a Necklace of Power with a bead of Karma on it?

3) If I summon 1d4+1 1st level monsters with Summon Monster III, do they all act simultaneously on the same initiative score after my full round casting is over? Also, if I'm a good aligned cleric, am I correct in assuming that I can't summon an evil creature b/c it makes the spell evil?

1) Per the special weapon creation prerequisite on pg 244 of the DMG, a characters lvl must be 3 times the enhancement bonus of the weapon to create it.

This only applies to the +1 to +5 enhancement bonus of the weapon. Other factors do not apply. So, a +5 weapon would require a 15th level caster. You will notice this holds true because nowhere, in any WotC product, will you find an item with a caster level requirement above 20.

The "two caster level requirements" are simply (1) the three times enhancement bonus just noted, and (2) the "Caster Level" noted at the end of each special ability description.

For the +2 longsword of dancing, by the core rules, you need to be at least 15th level (greater of 2x3 = 6th level, and the Dancing caster level of 15th [DMG p. 186]).
