There is an alternate treasure table in the Diablo II: Diablerie supplement put out by someone long long ago. It had tables that generated items off all sorts of bizarre powers and abilites including the ones you've mentionned (a hat for +50 HP and a double 5' step). IDHTBIFOM, but it's pretty cheap on eBay if you can find it.
