Item pricing: Boots of improved springing attack

I think this basically mimics a PHB2 feat.

Boots of improved springing attack: Activating these boots is a swift action. When using your springing attack, you may designate a second defender. You may attack the second defender with a -5 attack roll, and your movement not does not provoke an attack of opportunity from the second defender you attack. You must move at least 5 feet both before and after you make your attack against the second defender.

So as written, unlimited usage, and doesn't help a character without spring attack. What would be an appropriate price?

I'm mulling over what benefit the boots could give someone who doesn't have spring attack.

First, I do not think it is a balanced item. Giving a 12th level ability to potentially a 4th level character is pretty strong. Perhaps limiting the uses, but considering most campaigns have one fight a day this might not be a limiting factor.

I remember having boots of speed in one game and I rarely ever sued the 10 rounds of speed, usually more like 5-6.

If I had to price it out, I would put it at about 24,000. That would restrict it to about 10th or so characters, so it would be balanced
