But a question I've alawys had is do spell storing items use the DCs of the caster (weapons of spell storing, ring of spell storing, etc).
So is it worth it to cast hold person (DC 13 for clerics) on a sword of spell storing or should I just go with an inflict spell where I'm at least guaranteed to get some benefit?

For the weapon enchantment, the description says that "the weapon can immediately cast the spell". Since it's the weapon that casts the stored spell, rather than the person who supplied the spell, I'd use the minimum DC. For consistency, I'd use the same rule for the ring.

Always use the DC of the item, unless the caster is really really small and is actually hiding in the ring, poking his itty bitty head out and launching teeny tiny magic missiles. Although, I supposed the ring could be really bit and... :)
