It doesn't have "Vancian" magic, but the book Lyonesse by the same author is really good.

Actually, although the Lyonesse triology is completely unrelated to the Dying Earth, it uses the same "Vancian" magic. Lyonesse was published much after D&D and, as also happens with Rhialto, uses a more sophisticated magical theory, including sandestins, which, unfortunely, weren't ported to D&D.
