Why doesn't Torog get a STR bonus to his melee attacks?

Why doesn't Torog get a STR bonus to his melee attacks?

I'm pretty sure monsters don't add str to damage. The bonus to damage is formulaic, dependent on level, not stats.

The only time the stat bonus comes into play for a monster is if it's making an opposed check, or making a skill-related check.

Nah, that's not right, is it? Look at every single monster released so far - they get their STR bonus to damage - atleast for basic and other melee attacks.

Still don't like it for Torog, though.
