As an example, a dwarf gains a +2 Constitution as a racial bonus. So if you roll an 18, place it in Con, you can start with a 20 Con at level 1. Half-orcs gain +2 Str, halflings +2 Dex, etc. so can gain 18+ stats at level 1.

Plus, if level one refers to class level only, a 1st lvl PC with a big Level Adjustment can have astronomical stats.

One limit: Half-orcs MUST have a minimum INT of 3; they must possess higher than animal intelligence, by the rules.

An animal has an Intelligence score of 1 or 2. A creature of humanlike intelligence has a score of at least 3.
