Justice. We all, to some degree, expect it. That we can air our grievances, and have some authority act upon it. It is part of that social contract, which, in today's world, we really don't have much possibility to refuse our subscription.
But in the game world, it could be different. Large tracts of wilderness may lie fallow, where kingsdoms may claim ownership, yet are unable to enforce it in any meaningful way. Groups of disillusioned people can wander off, and set up their own farm, community or village, and enforce their own form of Justice, formed as they would be by their own cultural values and religious leanings.
Provided of course that they manage to beat off the encroaching hordes of kobolds/Dire Wolves/Tarrasque/whathaveyou.
So what such groups exist in your campaign? What are their values, what do they believe in? What does this ability to just set off and really create your own niche in the world do for crime rates in the homeland?
