Locksmith's tools should be it's own proficiency.

Thieves' tools is the proficiency for getting into locks. I'd use that.

Both of these would work for me as DM, although maybe the thief would need a blacksmith to forge the key blank if he doesn't have one (it's not a common sort of key) . And the locksmith might need to forge one if he's dealing with a lock that is significantly different from one his own making.
 

Jeweler's tools could also work.

As someone with a locksmithing degree, making a key really comes down having a blank, finding a way to determine where you need to cut/file it to pass the wards (most ancient locks were ward locks, similar to the basic Master padlock you used to see in the commercial where they'd shoot the lock with a gun), and then being able to secure the key while you use small tools to file away the excess metal.
 


If I use a impression puddy ,could I use prestidigitation to make the key?

That would depend on whether prestidigitation allows you to create metal (even if it only exists for a short period of time). I don't have the spell description in front of me at the moment to answer that.
