Can you choose to switch places with a willing adjacent ally before or after (or both?) making the attack with the 1st-level Rogue Encounter Power King's Castle?

As I read it (PHB p59: Effect), the effect (the switch) takes place after the attack (whether successful or otherwise).

First apply the hit entry, if you hit. Afterwards use the effect entry.

I read powers top to bottom and apply the powers effects (not only the effect entry) from top to bottom except s.th. in the power states you can do otherwise.
