Murder and torture are still illegal however, at least at face value (members of the government and the Royal Swords could probably get away with more violent acts if they can claim it is in defense of the ideals of the nation). If you figure Karrnath is like a nation under martial law, that'll give you an idea of what you might expect.</span></p></blockquote><p></p>
