1. Kobold with Advantage
So I had a thought can a Kobold with Pact Tactics use darkness and have Devil Sight combining the three to make them always have advantage? Darkness and Devil Sight are a famous combo that works as well as the DM lets it. So the question is does a Kobold that casts darkness on him/herself with Devil Sight always have advantage on attack rolls as long as an ally is within 5ft of the target? The reasoning is who they are attacking is not in direct sunlight, and they have an ally with 5ft of the target. If they take two levels of rogue/monk and the mobile feat they would have 80ft of movement.

2. Kobold riding a wolf
So if let’s say this weird Kobold Roguelock was riding a wolf that they control would the wolf, if trained for normal riding, not move, or would they trust the Kobold guiding them? I would say it would be a Handle Animal Check.

I probably won’t play this since Kobolds aren’t fun to play unless you are trying to fully Min/Max, and other races have far more interesting abilities.

3pp kobolds are a lot of fun. My homebrew for them is to drop the str penalty, drop the grovelling thing, and give them either trapmaking (tinkers tools) or a cantrip.

I've pondered the idea of giving PCs one of the benefits from the Volo's Kobold specialist monsters - inventor, wings, draconic spells

If you can see in darkness and your target can’t, you’d have advantage anyway, right? I have a shadow sorcerer that does that.
But not very often, because of something devil sight builds usually forget: your party.

It would be a fast way to upset your players to cast darkness near them just so you could get advantage when it gives them disadvantage.
