It's a vanilla mark like the fighter marks. I believe the -2 penalty on attacks vs other targets is built into the mark ability itself and not contingent on other features.

I think that fafhrd is correct - however not having that info in the statblock goes against the design philosophy doesn't it? Meh, now we know.
