No, the prohibition wouldn't apply to them. It would be as the same for Akso as a warlock. There might be some suspicion by the general public, but there wouldn't be any restrictions on such a character. They wouldn't have to hide who they are from the law. For example, since you play Akos as a divine spellcaster of Titania, the people are not aware he has warlock powers. He has such renown in the city that even if it became known that he has such powers, it wouldn't matter to the masses. At this point, the people of Bluffside are enamoured with him and the other Exemplars. Now, the powers-that-be wouldn't react as well. The Five probably wouldn't care (at this point) but the Wizards Council might. While the council wouldn't call for Akos to be banned from the city, they could strongly suggest that Akos consider becoming a member of one of the Houses of Magic in the Wizard District, even if it was just for the sake of appearance. Ako has done enough for the city, that the council would probably waive any yearly fees for being a member, as long as the people continue to respect him. For a duskblade, hexblade, or any other arcane caster who isn't a wizard or a specialist wizard, it would likely be the same sort of thing, but neither The Five nor the Wizards Council go out of their way to hunt for such people. Bards would fall into this category too, but the wizards consider them to be beneath their notice, most of the time. Sorcerers are considered the great unknown and are linked to many tragedies and conflicts in the city's past. To say that they are distrusted in Bluffside is an understatement. If it was discovered that one of the Exemplars is a sorcerer, then the people would turn on them. It would go very badly for the group. They could become as hunted as Phelix, even with all the good they have done for the city. The people consider sorcery to be a corrupting influence. It is unnatural to them. Dark. Frightening. And always evil in their minds. The Wizard Council understands how sorcery works, however, and they just prefer to keep such raw power out of their city.
